What you actually need to buy, and what you do not

The short version
Two requirements do almost all the work, and both are dimensions rather than brands. A boiling water canner has to be deep enough to hold water over the tops of the jars [F-2.1]. A pressure canner has to be large enough to hold four quart jars upright, which rules out a pressure saucepan [F-3.1].
After that: canning jars, two-piece closures, a rack that keeps jars off the base, a jar lifter, and bottled lemon juice or citric acid if you are canning tomatoes. That is the list.
Everything else in a canning kit is convenience. Convenience is allowed. It is just not safety, and this page keeps the two apart.
The rule this page follows
Nothing appears on this list because it is popular, and nothing appears because it is sold as a set. Every item is here because a tested source says a process depends on it. Where something is merely useful, the page says so, and where I am giving an opinion rather than reporting a requirement, I say "I".
That rule removes most of what a search for canning equipment returns. It also explains why the two non-negotiable requirements are measurements rather than products: the guidance describes what the equipment must do.
Jars, and the closures on them
Buy jars made for canning. The guide recognises 1/2 pint, pint, 1-1/2 pint, quart and 1/2 gallon sizes, and it treats jar size as part of the process — a process time belongs to a food in a particular size of jar, which is why substituting quarts into a recipe written for pints is a change to the process and not a change to the batch [F-2.8].
Two-piece closures — a flat lid and a screw band — are what the tested procedures assume. Bands are reusable and the flat lids are not, which is an ordinary running cost rather than a scandal.
Reusable lids exist and are sold with confident claims on both sides, and I am not going to resolve that here. Extension's stated position on the plastic reusable kind is permissive — NDSU says they will seal jars safely when the manufacturer's instructions are followed — and the failure-rate data behind that is not published anywhere I can read it [F-8.4]. Nobody neutral has bench-tested lid brands in public [F-15.7], so a shopping list is the wrong place to pretend the question is settled. What the tested sources do say about lids, including the two things the guide manages to say about lid life inside one paragraph, is on the lid contradiction.
The jar lifter is the one gadget I would call necessary
A jar lifter grips a hot wet jar around its shoulders and holds it upright. Everything else in the usual five-piece kit — funnel, lid wand, bubble tool — is convenience, and a chopstick and a clean ruler cover two of the three.
The lifter is different for two reasons. Jars come out of a canner at the temperature of boiling water, and they have to come out upright and undisturbed, because tilting a just-processed jar disturbs the seal that is still forming. Kitchen tongs do neither job.
Bottled lemon juice is equipment, not an ingredient
This is the item people leave off the list because it is bought at a grocery store, and it belongs on the list because a tested process depends on it.
If you can tomatoes, the acid is what puts the food on the boiling-water side of the line [F-1.5]. The tested amounts are specified as bottled lemon juice, and Penn State Extension gives the reason in one sentence: "Only use bottled lemon juice, as the acidity level of the bottled juice is constant, whereas the acidity of one lemon may vary from another" [F-5.3].
That is an equipment argument, not a flavour one. A bottle of lemon juice is a standardised acid supply, in the same way a weighted gauge is a standardised pressure. A lemon is an unknown, and the whole point of a tested quantity is that the thing being measured is the same every time.
The same logic runs through vinegar. Use vinegars labelled 5 percent acidity, "since they produce consistent results" [F-5.3], and do not substitute one of unknown strength.
Citric acid does the same job as bottled lemon juice at the published quantities and takes up less space. Either is fine. Neither is optional.
What a manufacturer is, and is not, telling you
One equipment maker publishes vegetable canning tables on its own site whose times and pressures match the USDA 2015 guide exactly, and never cites the guide anywhere on the page [F-15.2]. The numbers are right. The page simply gives a reader no way to know they are right, or to find out what changes if the guidance changes.
The same manufacturer tests dial gauges free by mail for four brands [F-3.6]. That is a real public service, paid for by a company, and it is a perfectly good reason to deal with a manufacturer directly.
Both things are true at once, and holding them together is most of what equipment literacy is. A company can give you a correct number and still not show you its working. Your defence is not cynicism about companies; it is knowing which document the number is supposed to match, and being able to open it.
What I would not buy first
A canning kit with a dozen pieces in it. You will use the lifter and possibly the funnel.
A dial-gauge canner, unless you already know you will keep the annual appointment, or you live high enough that the fixed steps of a weighted gauge are costing you noticeable texture. The gauge that needs no checking is the one that stays correct while you are not thinking about it [F-3.4].
Anything sold as making the process faster. The published times are what they are because of how heat moves through food in glass. There is no equipment purchase that shortens them.
What makes a pot a boiling water canner
These canners are made of aluminum or porcelain-covered steel. They have removable perforated racks and fitted lids. The canner must be deep enough so that at least 1 inch of briskly boiling water will be over the tops of jars during processing.

Three requirements, and only the third is a real constraint on what you can buy.
Material: aluminium or porcelain-covered steel. A stainless stockpot is not excluded by this sentence; what matters is the rest of it.
A removable perforated rack and a fitted lid. The rack keeps jars off the base, where direct contact with the metal cracks them and blocks circulation. It is not a convenience item.
And depth. At least 1 inch of briskly boiling water has to stand over the tops of the jars for the whole process [F-2.1]. That is the sentence to measure your pot against: jar height, plus the rack, plus an inch of water, plus enough freeboard that a rolling boil stays in the pot. Note also that a long process needs a deeper cover — at least 2 inches over the jar tops for any process over 30 minutes [F-2.2] — so a pot that is only just deep enough for pints of jam is not deep enough for everything.
Note what the passage does not say. It does not name a product, a capacity or a price. A deep pot with a rack that meets these conditions is a boiling water canner.
The floor on a pressure canner, and the thing that is not one
Canners with 16- to 23-quart capacity are common. The minimum volume of canner that can be used is one that will hold 4 quart jars sitting upright on the rack. Use of pressure saucepans with smaller capacities is not recommended.

The floor is not a number of litres. It is a shape test: four quart jars, standing upright, on the rack, at the same time [F-3.1]. If your vessel cannot do that, the tested processes were not developed for it.
This is the reason a pressure cooker and a pressure canner are different appliances rather than different sizes of the same one. Process times are calculated for how fast heat moves into and out of a specific mass of jars, water and metal. A smaller vessel heats and cools differently, so the published time no longer describes what happens to the food inside.
NCHFP says the same thing from the other direction: its process directions "were determined for stovetop pressure canners which hold four or more quart-size jars standing upright" [F-7.1]. If you take one sentence away from this page as a buying rule, take that one.
Note the category this is. "Not recommended" here means the research was done on larger vessels and does not transfer, not that somebody tested a pressure saucepan and watched it fail.
Weighted or dial: which one creates an annual job
Weighted-gauge models exhaust tiny amounts of air and steam each time their gauge rocks or jiggles during processing. They control pressure precisely and need neither watching during processing nor checking for accuracy… The single disadvantage of weighted-gauge canners is that they cannot correct precisely for higher altitudes. At altitudes above 1,000 feet, they must be operated at canner pressures of 10 instead of 5, or 15 instead of 10, PSI.

A weighted gauge is a machined weight. It regulates by physics: when the pressure inside exceeds what the weight can hold down, steam escapes and the weight rocks. There is nothing in it to drift out of calibration, which is why the guide says it needs neither watching nor checking [F-3.4].
Its limitation is that it comes in fixed steps. It cannot be set to an in-between figure for your elevation, so above 1,000 feet you move up a whole step — 10 instead of 5, or 15 instead of 10 PSI [F-3.4]. That means slightly more heat than the recipe strictly requires, which costs texture, not safety.
A dial gauge reads a continuous pressure, so it can hit the exact figure a table gives for your altitude. In exchange it is an instrument, and instruments drift. The guide's rule is a check for accuracy before use each year, adjustment permitted if it reads up to 2 pounds high or low, and replacement above that [F-3.5].
That is the honest trade, and it is a trade about your calendar rather than your food. A weighted gauge is a purchase. A dial gauge is a purchase plus an appointment every year, for as long as you own it.
What people ask next
Can I use a stockpot I already have for water bath canning?
If it takes a rack, has a fitted lid, and is deep enough that at least 1 inch of briskly boiling water stands over the jar tops, it meets the guide's description of a boiling water canner [F-2.1]. Measure with the jars you actually intend to use, and remember the deeper cover a long process needs [F-2.2]. Something has to keep the jars off the base: a proper canning rack, not a folded towel, which insulates and blocks circulation.
Do I need both canners?
No. A pressure canner also works as a boiling water canner for acid foods, used with the lid unfastened or with the vent open according to the tested procedure you are following, and several procedures for acid foods publish both options. Buying only a boiling water canner is also a coherent decision — it just fixes what you can can, permanently, to the acid side of the pH 4.6 line [F-1.1].
Are half-gallon jars useful?
Rarely, and the guide's permission for them is narrower than most pages report. Jars come in 1/2 pint, pint, 1-1/2 pint, quart and 1/2 gallon sizes, and the guide's sentence is that half-gallon jars may be used for canning very acid juices [F-2.8]. Juices. Not sauce, not vegetables, not meat. The guide also says mayonnaise-type jars are not recommended for foods processed in a pressure canner, because of excessive jar breakage [F-2.8].
What about an electric canner or a multi-cooker with a canning button?
NCHFP does not support using USDA processes in electric multi-cookers that carry "canning" or "steam canning" buttons, because the processes were not developed for that type of appliance and the canner being used does matter [F-7.1]. Read that as narrower than "electric canners are unsafe" — the statement is about a class of appliance and a set of process directions, and the distinction is worth a page of its own. For a first purchase, the simple version is that a stovetop canner is the machine the tested numbers describe.
Is a gauge-testing service worth travelling for?
You may not have to travel. Dial gauges should be tested annually, weighted gauges do not require testing at all, and a gauge that reads more than two pounds out must be replaced rather than adjusted [F-3.6]. Presto tests four brands of dial gauge free by mail, and many county Extension offices run clinics [F-3.6]. Find your county's office before you assume the nearest option is far away.
