The short version
"Not recommended" is the phrase that does the most work in home canning and explains the least. It is attached to foods where a hazard was measured and named. It is attached to foods nobody has ever studied. And it is attached to at least one food that had a published, tested process which was later withdrawn with no replacement [F-14.10].
Those are three different statements about the world. The first is a finding. The second is a gap. The third is a retraction. They call for different responses, they have different chances of changing, and a reader who cannot tell them apart is stuck choosing between believing every "no" equally and believing none of them.

Three claims wearing one phrase
Open almost any list of foods you cannot can at home and you will find the same two words attached to every item on it. Butter: not recommended. Pumpkin butter: not recommended. Pesto: not recommended. Nutmeats: not recommended.
Behind those four identical labels sit four quite different situations. One food has a measured pH and a characterised mechanism behind the refusal [F-9.3]. Two have no research at all, and the people who would have done the research say so [F-9.2, F-9.6]. One had a published process from a university and lost it [F-9.8].
Flattening those into one phrase is not a small editorial sin. It is the reason the whole subject feels arbitrary to newcomers, and it is why a reader who catches one over-stated "no" starts discounting the rest. If every refusal is delivered in the same tone with the same words, the only information you can extract is the tone.
The three categories, stated once
Tested, and the answer was no. Somebody looked, characterised a hazard, and published a refusal. There is a mechanism you can name and often a measurement you can point at. This is the strongest kind of "no" and the least likely to change.
Never tested at all. No laboratory ran the thermal process work. There is no time and no pressure to give you because none was ever generated. This is an absence of research, not a finding of danger, and saying otherwise is lying to you in the cautious direction — which is still lying.
Tested once, then withdrawn. A process existed and was pulled. Stronger than never having been tested, weaker than a food that failed outright, and the rarest of the three.
Every no-process notice on this site declares which of the three it is. That is not decoration. It is the site's method, printed where you can check it, and it exists because almost nothing else in the niche does it.
Why it changes what you actually do
The categories are not a taxonomy for its own sake. Each one implies something different.
If it is a finding, the mechanism usually tells you what the safe version looks like. Density blocks heat, so the tested form is the one that does not block heat — cubes rather than purée. The refusal comes with a route out of it, and you can usually see the route in the reason.
If it is a gap, the question is whether the gap is ever likely to be filled, and whether you can get what you want by another preservation method that does not need a thermal process at all. Freezing needs no schedule, which is precisely why it is available wherever canning is not.
If it is a withdrawal, be careful with old sources. Books, printouts and forum posts predating the change still carry the old process, and they are not obviously wrong on their face — they were correct when written and they cite a real institution. This is the one category where the age of the page you are reading is the whole story.
The withdrawal, in detail, because it is the one nobody covers
The nutmeats case deserves more than a line, and the notice above gives it the space.
What makes it valuable is not the food. Almost nobody is desperate to can walnuts. What makes it valuable is that it is a fully documented example of tested guidance revising itself in public, with the reasoning attached: a process that produced a vacuum, an absence of documentation that it sterilised anything, newer science about an organism nobody was thinking about at the time, and a withdrawal with no replacement offered [F-9.8, F-14.10].
Sit with the middle part of that for a moment. The old process worked, in the sense that jars sealed and stayed sealed. What it never had was evidence about the thing that matters. A sealed jar and a safe jar are different claims, and the gap between them is where every folk canning method lives [F-1.9]. Here is a research centre applying that distinction to its own back catalogue and losing.
That is what a maintained body of evidence looks like from outside, and it is not comfortable. It is still enormously more trustworthy than a source that has never changed its mind about anything.
Reading the category off a source yourself
You can do this without any expertise. The sources usually say which one it is, in ordinary language, and the tell is in the verb.
Look for a mechanism. "Starch interferes with heat transfer during processing" is a finding [F-9.4]. "Oil coats any herb or food placed in it, creating an ideal environment for Clostridium botulinum to grow" is a finding about the environment [F-9.6]. If you can restate the reason in physical terms, you are in category one.
Look for an admission. "We have no safe tested processes to do this" [F-9.7]. "It is not clear what the botulism risk is from such a high-fat product" [F-9.2]. When a source tells you what it does not know, believe it, and file the item as a gap.
Look for a change of tense. "We no longer recommend", "the previous canning process", "there is not a substitute… at this time" [F-9.8]. Past tense about the source's own advice means a withdrawal, and it means any older page you find on that subject is stale.
And check who is speaking. A gap reported by the body that would have run the test carries more information than the same gap reported by anyone else. When NCHFP says nobody knows, that is the people with the equipment saying it [F-14.11].

Category one, in the source's own words: the hazard is named
'Dry Canning' Not Recommended. There are also some other methods that are not recommended being circulated among home canners. Canning vegetables or any food pieces without the covering liquid that was used in process research can result in under-processing and in the case of vegetables, a risk of botulism.
The USDA and University of Georgia researched and science-based home canning processes are meant to be used with the food preparation and jar filling directions in the recommendation.

Two things are being said here and only one of them is about liquid.
The first is the specific finding: leave out the covering liquid and the food may be under-processed, with a named consequence for vegetables.
The second is the general principle, and it is the more useful sentence. A tested process is not a number. It is a number plus the preparation and jar-filling directions it was validated with. The time on the chart is only a claim about the jar the researchers packed. Change the pack and you are outside the research, holding a number that no longer describes your jar.
Category two: nobody ran the research, and NCHFP says so in one sentence
(1) We have no safe tested processes to do this. In some cases, the way the heat is distributed throughout the jar during canning will be very different if you start with already canned/cooked food than with fresh. Excessively softened foods will pack more tightly into a jar, or arrange themselves differently and the process time recommended for fresh foods will not be enough for the already canned foods.
Without tested processes for re-canning foods, there is no way to know how to reduce the canning process and the default (although not a recommendation) is to process for the full time and temperature as if starting from scratch.

"We have no safe tested processes to do this." Not "this is dangerous." Not "this has been shown to fail." The research was never done, so there is nothing to give you.
The rest is NCHFP explaining why you cannot reason your way to a number. Already-cooked food settles differently in the jar, and heat therefore reaches the centre differently, so the figures developed for fresh food do not transfer.
The last sentence needs care, and it is quoted whole for that reason. NCHFP is describing what happens in practice — people process for the full time as though starting from scratch — and is labelling that description, in its own parenthesis, as not a recommendation. A page that quotes the words after the parenthesis and drops the parenthesis has turned a description into an instruction, which is the most common way this material gets mangled.
Category three: it was tested once, and then it was not
We no longer recommend canning a dry pack of shelled nutmeats at home. The previous canning process from the University of Georgia was a way to create a vacuum-sealed jar, but there is no documentation for any microbial sterilization that might have been taking place. More recent research has shown that some species of Salmonella are tolerant of drier (low water activity) conditions, and based on this information, canning nutmeats in a dry pack could be potentially hazardous using the directions we previously had if any condensation or moisture pockets formed inside the jar. There is not a substitute canning process for preserving dry packs of nutmeats at this time.

Read this one slowly, because there are three separate moves in it and they are easy to blur.
The process is withdrawn. "We no longer recommend" is a change of position, not a restatement of one.
The reason is a documentation gap, not a failure. The old process reliably produced a vacuum. Nobody documented that it was killing anything. That distinction — a jar that seals versus a jar that was sterilised — is the single most important idea in home canning, and here it is being applied by the research centre to its own former advice.
The trigger came from somewhere else entirely. Newer work on Salmonella in low-moisture foods changed what was known about the organism, not about nuts, and that was enough to make the old directions untenable.
And then the closing sentence, which is the part almost nobody reports: there is no substitute. The guidance did not move from one process to a better one. It moved from a process to a gap, and said so.
What people ask next
Does 'never tested' mean it is probably fine?
No, and this is where the distinction gets misused. An absence of research is not evidence of safety any more than it is evidence of danger — it is an absence, and it cuts both ways.
What it does tell you is that there is no time and no pressure to follow. Whatever you did instead of a tested process, you invented, and neither you nor anyone else can say what it achieved inside the jar. That is a genuinely different position from following a process that was validated, and it is the reason the categories are worth keeping straight rather than a reason to relax about one of them.
Is 'not recommended' just institutions covering themselves?
Sometimes people mean that, and the complaint deserves an answer rather than a sneer.
The answer is on this page. An institution covering itself does not publish the sentence "we have no safe tested processes to do this" [F-9.7], and it certainly does not withdraw one of its own published processes and admit there is no replacement [F-9.8, F-14.10]. Those are the moves of a body reporting the state of its own evidence, including when that state is embarrassing.
The fair version of the complaint is narrower and correct: "not recommended" is a single phrase doing three jobs, and readers cannot see which job it is doing. That is a communication failure, and it is what this page exists to fix.
Will any of these ever get a tested process?
Category matters here, which is the practical payoff of the whole distinction. A never-tested item is waiting on somebody funding and running the work — possible in principle, and it has happened, most visibly with steam canning [F-14.1]. A withdrawn item is waiting on the same thing, with the added knowledge that somebody has already looked and did not like what they found. An item with a characterised hazard and a named mechanism is the least likely to move, because the finding is about the food or the method rather than about the state of research.
What about pesto and herbs in oil?
Category two, and NCHFP's wording is flat: herbs and oils are both low-acid and together could support the growth of Clostridium botulinum, and there are no canning recommendations. For pesto specifically: it may be frozen for long-term storage, and there are no home canning recommendations [F-9.6].
There is a divergence worth knowing about on the refrigerated version. NCHFP says a herb-flavoured oil made for fresh use should be refrigerated and used within two to three days. CDC says to throw such oils away after four days [F-9.6, F-14.8]. Both are current. Take the shorter one if you want a rule; do not average them, and do not assume the longer one supersedes the shorter because it comes from a bigger agency.
