Is a Ball recipe USDA-tested? The people who maintain the guide answer

The short version

For a lot of home canners "Ball" and "safe" are the same word, and the question of whether a Ball recipe is USDA-tested never comes up because the answer seems obvious.

It is not obvious. Manufacturer-validated and USDA research-tested are two different categories with two different evidence standards, and the difference is not a technicality invented by a blog. The interim head of the National Center for Home Food Preservation and a professor of food science at UW–Madison both said so on the record, by name, in 2021 [F-15.1].

What follows is not a verdict on a brand, and no page on this site will tell you that a Ball recipe is unsafe. It is a skill: how to tell which category a recipe is in, why the distinction exists, and where a manufacturer is doing work that no tested source does for you.

Two categories, and why the word "tested" hides the difference

Almost every recipe you will meet falls into one of two boxes.

Research-tested. Laboratory work: pH measurement, heat penetration experiments with instrumented jars, and generally published methods so that somebody else can evaluate the data [F-15.1]. This is what the processes in the USDA guide and on NCHFP's site are built on, and it is what the phrase "research tested" means when a food scientist uses it.

Manufacturer-validated. A company's own internal process for checking that its instructions produce a safe and good product. Newell Brands, which owns the Ball home-canning line, put its position on the record: "We're confident in our recipe validation efforts and the testing and review we go through to ensure we provide safe and quality instructions and recipes for our canners" [F-15.1]. No data accompanied that statement [F-15.1].

Both of those are real work. They are not the same work, and the difference is not about competence. It is about whether the evidence is external and checkable, or internal and asserted. On most subjects that distinction is academic. On this one, where the failure mode is Clostridium botulinum in a sealed jar and the failure is silent, it is worth being able to name.

What the criticism actually consists of

It is worth being specific here rather than gesturing at "concerns", because the specifics are milder and more useful than the summary.

Iowa State University Extension, in an announcement quoted by the same article, listed its concerns with the publications as not providing testing analysis and data to verify the safety of the finished product, a lack of precise measurements, and wordy explanations, mistakes and missing information [F-15.1].

Only the first of those is a food-safety claim, and it is a claim about publication, not about outcome. The rest are editorial: a recipe can be safe and still be imprecisely written.

The concrete example of imprecision that circulates from that article is not Iowa State's. It comes from John Larsen, a home canner in Utah, and it is the difference between four cups of raspberries and four cups of crushed raspberries — two quite different quantities of fruit behind the same line of text [F-15.1]. Larsen also said, in the same piece, that Ball has not been the source of the most egregiously unsafe recipes he has seen in the wild [F-15.1]. Both halves of what he said belong on the page, and pages that carry the first without the second are misreporting him.

The case that runs the other way

If this page only reported the criticism it would be a hit piece with citations, so here is the other side, which is equally documented.

Presto publishes canning tables on its own website whose figures for green beans and for corn match the USDA 2015 guide exactly [F-15.2]. Not approximately — exactly. That is a manufacturer taking the tested figures and reproducing them faithfully, which is precisely what you would want a manufacturer to do. The only odd thing about it is that the page never cites USDA [F-15.2], so a reader has no way to know that the numbers are the federal ones.

The same company tests dial gauges free by mail, for four brands including two it did not make [F-3.6, F-15.2]. Annual gauge testing is a real requirement that most canners have no local way to meet, and a manufacturer is the reason it is meetable at all.

And on the same Presto page sit the company's own low-acid instructions for its digital canner, about which NCHFP has said it has no information on the type or extent of the research and cannot independently verify the company's statements [F-14.12]. All three of those facts are true at the same time, on one website, and any page that reports only one of them is telling you something other than what is there. And the layer below manufacturers

Worth knowing about, because it is where the categories stop being subtle: retailers write food-safety content. A farm-supply chain, a sweetener company and a jar retailer have all been found ranking on questions about which canning method a food needs [F-15.4]. Search results move, and those particular pages have not been re-opened for this site since, so treat the pattern as the finding rather than any one position on any one day.

That is not the same problem as a manufacturer whose validation data is unpublished. A manufacturer has a product-liability interest in its instructions being right. A retailer's blog is marketing with a food-safety topic, and the pattern — rather than any single page — is the durable observation [F-15.4].

How to tell which category you are holding

Four questions, and none of them requires you to know any food science.

Does the source say what was measured? A research-tested process rests on pH values and heat penetration data [F-15.1]. A page that describes testing without naming a measurement is describing a review, not a test.

Can you find the same food in the tested sources? For most common preserves you can, free, at NCHFP or in the 2015 guide. Where a manufacturer recipe and a tested process cover the same food and give the same figures, the category question stops mattering. Where the tested sources have nothing for that food at all, that absence is itself the important finding, and it is what tested and prohibited, never tested at all, and tested then withdrawn is about.

Is the recipe precise enough to follow one way only? Crushed or whole, packed or loose, peeled or not. Ambiguity is not a safety failure by itself, but it is the mechanism by which two people follow the same recipe and produce two different jars [F-15.1].

Does the source tell you where its authority comes from? "USDA-tested" is a claim that can be checked. "Trusted by home canners for generations" is a claim about how long a brand has existed. Both may be true and only one of them is about the food.

None of that makes a manufacturer the enemy. It makes you someone who can read a label. That is the whole ambition of this page, and it is more useful than a verdict would have been — because the verdict changes when a company changes its practices, and the skill does not.

What "research tested" means, from someone who runs the tests

For a recipe to meet the standards of recipes in the USDA Guide, it would need to be tested in a laboratory, often with published methods that support the data obtained as valid; this is what is 'research tested.'

I do not know that Ball is testing recipes using these standards.

Barbara Ingham, professor of food science at the University of Wisconsin–Madison, in an email to the reporter, quoted in an article published on 26 August 2021 [F-15.1]. She added that such studies should include pH testing as well as heat penetration experiments [F-15.1].

Read the definition carefully, because it is the useful part of this whole page. "Research tested" is not a synonym for "carefully written" or "checked by professionals". It names a specific thing: laboratory work, generally with published methods, producing data somebody else can evaluate.

Now read her second sentence just as carefully. It is not "Ball does not test to these standards." It is "I do not know that Ball is testing recipes using these standards." That is a statement about what is publicly knowable, made by someone in a position to know if it were published. Hardening it into an accusation would be exactly the kind of misquotation this site exists to correct.

And the position of the centre that maintains the USDA guide

It is not that we do not recommend them per se, but we don't endorse them because we are not familiar with their research and testing methods.

We strongly recommend that consumers not use untested recipes.

Tracey Brigman, described in the same article as the interim head of the National Center for Home Food Preservation, speaking in August 2021 [F-15.1]. The title and the date both matter: she was interim head as of that date, and this site does not know what NCHFP's position is worded as today.

"We don't endorse them because we are not familiar with their research and testing methods" is a precise sentence and it is not a warning. It is a statement about the limits of what the centre can vouch for. An endorsement would mean NCHFP had reviewed the underlying work. NCHFP has not seen the underlying work, so it does not endorse. That is the correct professional answer and it would be the correct answer for any body of recipes whose testing data is not published, including good ones.

Note what neither sentence says. Neither says Ball recipes are dangerous, neither reports a failure, and neither cites an incident.

Where a manufacturer does something no tested source can do for you

Pressure canners with a dial gauge should be tested annually to ensure accuracy and safety.

Dial gauges that read more than two pounds difference (high or low) during testing must be replaced.

Pressure canners with a weighted gauge do not require testing.

That is the rule, from University of Minnesota Extension. Now the part that makes it possible to obey: National Presto Industries tests dial gauges by mail, free, for four brands — National, Magic Seal, Maid of Honor and Presto — and the Extension page is where you find that out [F-3.6, F-15.2].

A manufacturer maintaining a free national calibration service, for competitors' gauges as well as its own, is a real public service and a legitimate reason to send a reader to a commercial site. It is also the cleanest possible illustration of the point of this page: the question is never "is this company good or bad", it is "what exactly is this company doing, and what is the evidence behind that particular thing".

Two different things from the same company can sit in two different categories, and the details are on dial gauge or weighted gauge.

What people ask next

Should I stop using my Ball Blue Book?

Nothing on this page says that, and this site is not going to tell you to throw out a book it has not tested either. Iowa State Extension's own framing, per Sarah Francis in the same article, is that they are not asserting Ball recipes are unsafe — just that they cannot vouch for their safety [F-15.1]. That is the sentence to hold onto.

What you can do is know which category you are in. If a recipe matters to you and you would like it to be research-tested, the tested versions are free and online, and there is usually one for the same food.

Where do I find the USDA-tested version?

NCHFP publishes the tested processes, by food, at nchfp.uga.edu, and the 2015 guide is a free PDF. Both are linked below. This site does not reproduce processing schedules on purpose: when you need a time or a pressure, take it from the tested source rather than from a page that copied it.

Is a recipe from a manufacturer worse than one from a blog?

Generally the opposite, and it would be dishonest to run this page without saying so. A large manufacturer with a validation process and a legal department is not the risky end of this subject. The risky end is an unattributed recipe with no source at all.

The category question is still worth asking, because "validated in-house, data not published" and "laboratory-tested with published methods" are genuinely different levels of evidence [F-15.1]. Asking which one you are holding is not an insult to either.

What about high-altitude numbers from a manufacturer?

That is the case where the categories come apart visibly. The USDA dial-gauge tables stop at 8,000 feet [F-4.2], and a manufacturer publishes a band above that with no source cited on the page [F-4.4, F-14.4]. If you live up there, read above 8,000 feet, which traces where those numbers actually come from.
