Do I have to boil my home-canned vegetables

The short version

There are three current, official answers to this question and they do not match.

USDA's 2015 guide says low-acid and tomato foods not canned by its recommendations should be boiled 10 minutes below 1,000 ft, plus a minute per additional 1,000 ft — and that food canned according to the approved recommendations may be eaten without boiling, provided you are sure of eight listed conditions [F-11.3]. The live version of that same panel, on the research centre's own website, is not word-for-word the same document [F-11.4]. CDC, last updated in February 2026, tells everyone to boil all low-acid home-canned food for 10 minutes and offers no conditions at all [F-11.5]. None of the three cites either of the others [F-14.7].

Nobody is going to resolve that for you tonight, this site included. What this page can do is put all three in front of you with their dates, and be honest about what the disagreement is actually about — which is not the science. It is about who each text is written for.

Three texts, three dates, one shelf of jars

Most arguments about this question are two people quoting different documents at each other without knowing it. So here they are with their dates, in one place.

USDA, Complete Guide to Home Canning, 2015 revision, p. iii. A fixed printed document, still the current revision. Boil low-acid and tomato foods that were not canned to the recommendations. You may skip the boil for food canned to the approved recommendations when you are sure of eight conditions [F-11.3].

NCHFP's live "For Safety's Sake" page. Describes itself as extracted from the 2015 guide, and is not identical to it. It adds a CDC note from July 2013, defines what boiling means, and rewrites three of the eight conditions [F-11.4] [F-12.5].

CDC's home canning prevention page, reviewed May 2024, updated February 2026. Boil all low-acid home-canned foods for 10 minutes, plus a minute per additional 1,000 feet of elevation. No conditions [F-11.5].

None of the three references either of the others [F-14.7]. There is no document anywhere that acknowledges the gap and adjudicates it, which is why you cannot find one.

What they actually agree on

It is worth saying, because the disagreement is narrower than it looks.

All three agree that boiling for ten minutes is what you do about botulinum toxin in food, and all three give the same altitude adjustment — one extra minute per additional 1,000 feet [F-11.3, F-11.5]. All three agree the toxin is destroyed by that treatment. Nobody is disputing the science.

The disagreement is entirely about when you are allowed to skip it. USDA offers an exemption with eight conditions attached [F-11.3]. CDC offers no exemption [F-11.5]. That is the whole of it.

The eight conditions are the real subject

Read them again as a group and something becomes obvious: four of them are questions about the past and four are questions about the jar [F-11.3].

The four about the past — pressure canner, accurate gauge, current researched times and pressures for that jar size, pack style and food, altitude adjustment applied — cannot be answered by looking at anything. They are answered from memory, from your notes, or not at all.

The four about the jar — sealed and concave, nothing leaked, no spurting liquid, no off odour — are the ones you can check tonight. And on their own they are not sufficient, which is why the guide asks for all eight rather than these four.

This is where the seal question from the previous page comes back. A jar can satisfy every physical condition on that list while failing every process condition, because the physical conditions describe a vacuum and the process conditions describe heat. USDA's exemption asks for both sets precisely because neither substitutes for the other.

What I would actually do

Here is the practical shape of it, and I am labelling this as my judgement rather than as anything a source states.

Your own low-acid jars, pressure canned on a tested schedule, gauge checked, altitude applied, jar looks right. You are inside the exemption. Eat them without boiling if you want to [F-11.3]. That is what the exemption is for and there is no reason to feel sheepish about using it.

Anything with a question mark on it. A jar someone gave you. A batch from before you knew about gauge testing. Anything canned by a method you have since found out was not tested. Boil it, ten minutes at a real rolling boil with an extra minute per 1,000 feet of elevation [F-11.3] — and read the caution first, because if the food is significantly underprocessed the guide is clear that boiling is not a rescue [F-11.3], and the right answer may be the bin rather than the saucepan.

Anything showing any sign of spoilage. Do not boil it and do not taste it. That is not this page's question — see what spoilage looks like.

Ten minutes is the price of not having to be sure. On a weeknight, with a jar of green beans, that is usually the easiest trade in the kitchen.

Why this page exists at all

Because the disagreement itself is information, and almost nowhere else prints it.

If you read only USDA, you will think there is a settled exemption. If you read only CDC, you will think there is a flat rule. If you read a blog quoting "the USDA" while copying from NCHFP's web page, you will get a fourth version with rewritten conditions and no idea it was rewritten [F-11.4].

None of those readers is being lied to. They are each holding one true document. Knowing that there are three, and which one somebody is holding, is worth more than being handed a single confident answer by a site that has not noticed the other two.

Text one: the boil, and the caution attached to it

Boiling food 10 minutes at altitudes below 1,000 ft should destroy this poison when it is present. For altitudes at and above 1,000 ft, add 1 additional minute per 1,000 ft additional elevation.

Caution: To prevent the risk of botulism, low-acid and tomato foods not canned according to the recommendations in this publication or according to other USDA-endorsed recommendations should be boiled as above, in a saucepan before consuming, even if you detect no signs of spoilage. This is not intended to serve as a recommendation for consuming foods known to be significantly underprocessed according to current standards and recommended methods. It is not a guarantee that all possible defects and hazards with other methods can be overcome by this boiling process.

Three separate claims are packed in here and they are usually quoted one at a time, which is how this passage gets misread in both directions.

What boiling does. Ten minutes of boiling should destroy the toxin when it is present, with a minute added for each additional 1,000 ft of elevation. The toxin is heat-labile. That is a real and useful property and it is why this instruction exists at all.

What boiling is for. The caution is aimed at low-acid and tomato foods not canned to the recommendations — the jar of uncertain provenance, the batch you now suspect, the method you have since found out was not tested. It applies even when you can see nothing wrong.

What boiling is not. Read the last two sentences slowly, because they are the ones that get cut. This is explicitly not offered as a way to make significantly underprocessed food edible, and it is explicitly not a guarantee that boiling overcomes the hazards of other methods. The guide is offering a defence, and telling you in the same breath that it is not a rescue.

Text one, continued: the eight conditions

All low-acid foods canned according to the approved recommendations may be eaten without boiling them when you are sure of all the following: Food was processed in a pressure canner. Gauge of the pressure canner was accurate. Up-to-date researched process times and pressures were used for the size of jar, style of pack, and kind of food being canned. The process time and pressure recommended for sterilizing the food at your altitude was followed. Jar lid is firmly sealed and concave. Nothing has leaked from jar. No liquid spurts out when jar is opened. No unnatural or 'off' odors can be detected.

This is the passage that gets summarised as "USDA says you don't have to boil it." What USDA actually says is that you may skip the boil when you are sure of all eight of these, and the eight are not decorative.

Four of them are about the process and they are settled at canning time: it went in a pressure canner, the gauge was accurate, the times and pressures were current and matched to the jar size, pack style and food, and the altitude adjustment was applied. If you cannot personally vouch for all four, you are not in the exemption, and no inspection of the jar can put you back in it.

Four of them are about the jar in front of you now: sealed and concave, nothing leaked, no liquid spurts when you open it, no unnatural odour.

The word doing the work is "sure". This is a checklist for someone who canned the food themselves by a tested schedule and remembers doing it. It is not a checklist for a jar you were given, a jar from a batch you have doubts about, or a jar canned before you knew what an accurate gauge was.

Note also which condition is not in the list: nothing here says a seal proves the food was heated. The seal condition sits alongside four process conditions precisely because it cannot do their job.

Text two: the same panel, on the maintainer's own site, not the same words

Note that as of July 2013 the Centers for Disease Control and Prevention (CDC) recommendation is to discard any home canned food that might contain botulism toxin.

Boiling means that you are able to see the liquid in the food actively forming large foamy bubbles that break all over the surface.

The jar lid is firmly sealed and indicates a vacuum seal is present.

Read the last line first, because it is the one that makes the rest matter. NCHFP's live "For Safety's Sake" page says it was extracted from the 2015 guide. Set the two side by side and they differ in at least five places [F-11.4].

It adds a CDC note the printed guide does not contain, dated July 2013, saying CDC's recommendation is to discard any home-canned food that might contain botulism toxin. That note is the bridge to the third text below, and it has been sitting on the page for years.

It defines boiling, which the print guide does not. Large foamy bubbles breaking all over the surface. That sounds trivial and is not: a pan at a lazy simmer, lid on, with a few bubbles at the edge, is not boiling, and the ten minutes is measured on the real thing.

It rewrites three of the eight conditions. Condition one gains "operated according to the procedures in the USDA guidelines". Condition five changes from "firmly sealed and concave" to "firmly sealed and indicates a vacuum seal is present". Condition eight gains "No mold is present."

None of these changes is announced. There is no revision note, no changelog and no date on the edits. A page that quotes "the USDA guide" while copying from this web version is quoting a text that has quietly moved, and will not know it. That is not a scandal. It is just what happens when a fixed document and a living website carry the same title, and it is worth knowing about before you referee an argument between two people who each have one of them open.

That is the whole rule as CDC gives it. A heading that says boil some foods for 10 minutes before eating them, a list of what those foods are, and the altitude adjustment.

There is no eight-condition exemption. There is no "unless you pressure canned it properly". The list says all low-acid home-canned foods, and home-canned tomatoes are named separately at the top of it.

The page was last reviewed in May 2024 and last updated in February 2026, so this is not an old document nobody has looked at [F-11.5]. It is the most recently touched of the three texts on this page.

What CDC does not do is explain the difference from USDA, or cite USDA at all. USDA does not cite CDC either [F-14.7]. Two federal bodies, two live answers, no conversation between them on the page.

And what 'boil' means, since it turns out to need saying

Boiling means that you are able to see the liquid in the food actively forming large foamy bubbles that break all over the surface.

Worth its own slab because if you do decide to boil, this is the part that determines whether the ten minutes counted.

Large foamy bubbles, breaking all over the surface, not just at the rim of the pan. In a saucepan, uncovered or partly covered, stirred so the heat reaches the middle of a thick food rather than hammering the bottom.

Start the clock when the whole surface is doing that, not when the pan begins to steam. Ten minutes at a genuine boil is a small job. Ten minutes at a simmer is a different job that you did not mean to do.

What people ask next

So should I boil it or not?

I will give you my own answer and label it as mine, because the sources genuinely do not settle it. If you canned it yourself, in a pressure canner, on a current tested schedule for that food and jar size, with an accurate gauge and the altitude adjustment applied, and the jar in front of you passes the four physical checks — you are inside USDA's exemption and you can eat it without boiling [F-11.3]. That is what the guide says and it says it plainly.

Anything short of that, I boil. Not because CDC has beaten USDA in an argument, but because ten minutes of boiling is the cheapest insurance in this entire subject [F-11.5], and because the honest answer to "was the gauge accurate" is often "I assume so".

That is a judgement. Yours may reasonably differ, and if you are inside all eight conditions the guide is on your side.

Does boiling make an unsafely canned jar safe?

No, and the guide says so in the same paragraph that gives the instruction. Boiling is not offered as a recommendation for consuming food known to be significantly underprocessed, and it is not a guarantee that the hazards of other methods can be overcome by boiling [F-11.3]. The toxin is heat-labile; the spores that produce it are not, and a jar that was never processed properly is a jar where they have been sitting in ideal conditions. Boiling addresses toxin that is present now. It does not undo an untested method, and it does not turn a jar of green beans from a boiling water bath into a jar of green beans from a pressure canner.

Why would CDC and USDA differ on something this basic?

Look at who each is writing for. USDA's panel is addressed to a home canner reading a canning manual — somebody who has the batch records, knows what a gauge test is, and can answer the eight conditions honestly. CDC's page is addressed to the entire population, including everybody eating a jar somebody else made, everybody who cannot say whether the gauge was accurate, and everybody who has never seen the eight conditions. An unconditional rule is the right shape for that audience, and a conditional one is the right shape for USDA's.

That is my reading of the difference, not something either agency states. Neither page mentions the other [F-14.7].

Does this apply to jam, pickles and tomatoes?

Jam, jelly and properly pickled foods are acid foods, and neither the USDA panel nor CDC's list puts them in scope — USDA's caution names low-acid and tomato foods [F-11.3], and CDC's list names tomatoes, foods containing home-canned tomatoes, all low-acid home-canned foods, and home-fermented Alaska Native foods [F-11.5].

Tomatoes are in scope for both, which surprises people. That is because tomatoes sit right on the pH 4.6 line and are acidified to get under it [F-1.5], so a tomato product is only reliably an acid food if the acidification was done to a tested recipe.

What about the food I have already eaten out of that batch?

That question is not really about boiling, and it is answered on Botulism: what to actually do. The short version is that the symptoms are specific, the illness is rare, and if they appear it is an emergency rather than something to research further.
